European clubs will have to declare how much money they have paid to football agents as part of new rules introduced by Uefa in an attempt to increase transparency within the game. The new Uefa regulations, which will be published in full next week, state that clubs in European competitions will now be obliged to publish their financial information. The governing body will also introduce “specific accounting requirements” for player transfers. The changes to the Financial Fair Play rules follow a review of agent regulations and come amid growing concern in Europe about the amount of money that is paid to intermediaries. Uefa has also considered imposing a cap on agents’ fees, and it is thought that regulations could be brought in which result in players being forced to pay their own agent’s fee, a payment which is often covered by clubs. The amount paid to agents by Premier League clubs is already made public, with the Football Association revealing in April that top-flight teams had paid £211m to intermediaries in the past year. Liverpool had paid the most, at £26.8m, while Chelsea were second with £25.1m. European Cup final 2018 | Real Madrid vs Liverpool The change in Uefa’s regulations means that the body will be able to launch investigations into a club’s spending immediately after the transfer window has closed. It currently has to wait until the end of the season or financial year before beginning any investigation. The Daily Telegraph revealed earlier this year that the Association of Football Agents, the trade organisation for agents working in England, fears that changes to regulations will prevent intermediaries from “earning a living” in the future. The Premier League and EFL have launched their own reviews into the regulation of agents, and Gianni Infantino, the president of Fifa, has said that he is “very concerned about the huge amount of money flowing out of the football industry”.
